This deliverable contains the proposal for phase 2 of Wisdom, as it was issued for the march 1997 call. It describes how Wisdom 1 was split in two parts, of which the first part (mainly the pilots) is now almost been realized. The second part should contain the generic Wisdom system/service. Three layers are defined, the organizational, the informational and the technical, the accent of Wisdom 2 is more on the organizational layer, supported by the other layers. Than it explains the work content, the work packages, the partners and the deliverables. Furthermore the validation the exploitation are described. The milestones and the project organization show the control process of the proposed project. This is supported by the background of the partners. The European dimensions and the economic and social impact are closing the report.
